How this works. The tier blends six public factors: business value, the data-lifetime test (if years the data must stay secret plus years to migrate exceed the years left before a cryptographically relevant quantum computer, the data is already exposed; this page assumes 2031), the earliest regulatory or contract deadline for your markets, how connected the system is (including whether it lives on a network someone else controls), whether quantum-vulnerable algorithms are already known, how your insurer rates it, and how long it will take to change the equipment the cryptography runs on given the physical and operational constraints around it. A scheduled sunset shifts the recommendation toward retire-on-time when it lands before the deadline.
